CHAPTER ONE
1.0       INTRODUCTION
Procurement and management of materials is very important in both government and non governmental institution. Materials management also has a philosophy close to that of modern marketing.
The word procurement is a term originated by the armed force to define one of the several supply function involved in logistics. In the broadcast sense, the armed force defined procurement including the whole process whereby  all classes of resources including (people, materials facilities and services) required by the armed force are obtained.
Although, the term procurement originated in military organization, it has for many years also has been adopted and used by American industry. It is included on the title of the of a well known textbook. In scope procurements, industrial meaning parallel its military meaning in both setting, procurement encompasses a wider range of supply activities than does purchasing alone.
Materials management are practice in business today can be defined confederacy of traditional materials activities bound by a common idea, the idea of an integrated management approach to planning,  acquisition, conversion, flow and distribution of materials.
The materials management advocate the assignment of all major activities which contributes to materials cost to a single materials management  department, this include the primary responsibilities which are generally found in the purchasing department, plus all other major procurement responsibilities including inventory management, traffic, receiving, ware housing surplus, salvage, frequently planning  and control.
Therefore, materials management is a concept which brings together under one manager the responsibility for determining the manufacturing process and procuring storing and dispersing materials (i.e. traffic for distribution logistics). As such, it is concerned with the control activities involved in the acquisition and use of all materials employed in the production of some finished goods.

1.1       OBJECTIVE OF THE STUDY
Procurement management is a process to purchase or acquire the product, services such as simple office item to sophisticated high technology equipment from outside the organization to perform the work. The performing organization can be either the buyer or seller of the product, services or result under a contract.
The objectives of the study are as follows:
i.          To establish how materials are being order in the institution (case study: The Polytechnic Makede, Owerri)
ii.         To establish the ways materials are managed in the institution.
iii.       To find out the likely problem facing the institution during the procurement of materials.
iv.        To determine how materials are issued and who are in position to issue materials.

1.2       RESEARCH QUESTIONS
i.          How are materials ordered in the institution (case study of The Polytechnic Makede, Owerri)?
ii.         Which way are materials managed in government institution?
iii.       What are the likely problem facing the institution during the procurement of the materials?
iv.               Who are those in position to issue materials and how materials are issued?
